let radius of circle to be w and z respectively
so \:  \: 2\pi {w}^{2}  \:  = 16 \\ and \: 2\pi {z}^{2}  = 4 \\ no \: devide \: both \: equation \:  \frac{2\pi {w}^{2} }{2\pi {z}^{2} }  =  \frac{16}{4 }  \\   \frac{ {w}^{2} }{ {z}^{2} }  = 4 \\  \frac{w}{z}  = 2 \\ so \: ratio \: of \: their \: circumfrence \: is \: 2 \: isto \: 1
