Perimeter Of Square = 4*Side

=> 4*245

=> 980m

Now 18Km/Hr = 18000m/hr =>  300 m/min

So Time = Distance/Speed

=> 980/300 Min

=> 98/30 Min

Or 98/30*60 = 98*2 = 196 Seconds

So He Takes 196 Seconds... i. e. 3 min 16 sec
