Answer: No, we cannot

In this case, L+B = 9, this gives us 4 pairs

8,1

7,2

6,3

5,4

In 3 of these pairs other dimensions are possible which will greatly change the border length of the rectangle.

Ex. 8 x 1 = 8, 4 x 2 = 8

Dimensions = 2(8+1) , 2(4+2) = 18, 12

Though the areas are same but Perimeter is different.
