The two triangles are similar. Let the triangles be ABC (bigger) and XYZ (smaller) . It means that ABC is similar to XYZ.

Therefore,
AB^2/XY^2 = Area of ABC/ Area of XYZ
AB^2/XY^2= 81/49
Square root both sides

AB/XY= 9/7

Now, the sides and altitudes of both the triangles will be in the ratio of 9/7.

Altitude of bigger/ Altitude of smaller= 9/7
4.5/Altitude of smaller= 9/7
Altitude of smaller= 4.5*7/9
Altitude of smaller = 3.5 cm !!!ANSWER!!!
