The process is known as "Presidential Reference". According to the Article 143 of the Constitution of India, the President of India may consult the Supreme Court of India on a fact or a question of law or one in which he opines that it may be of general public importance.

Anyway, it is not at all binding on the Supreme Court to answer the questions that are asked in the reference.
