In the stratosphere the ozone layer is presented which protect us from the UV rays the full form of the UV rays ultraviolet rays which is is very harmful for human animals because of this rays diseases like skin cancer etc. When the heat from the the sun comes the ozone layer reflect back most of the rays and also observe some of the rays because of this all the layers are are cold but the stratosphere is heated that's why the most of the part of the atmosphere is not heated and because of ozone we didn't feel heat in the atmosphere
