The mass no. means the relative mass of sodium compared with 1/12 the mass of a carbon C-12 isotope . It means it is 23 times heavier than 1/12 th the mass of one C-12 isotope of carbon. Also it says that one atom of sodium has ( 23 - 11 ) = 12 no. of neutrons in its nucleus.
