1) which is the element having the least metallic character among these elements why?

Even if you don't know what elements the numbers represent, you can easily tell that, the highest atomic no, will be towards the right end of the periodic table. And we know as we go from left to right along a period, the metallic character decreases. So the highest atomic number here, that is 9 (i.e. Flourine) is the most non metallic or the least metallic element.
