Here actually question is wrong because Sodium and fluorine are very high reactive which is due to their valency that equals to 1 means sodium has one extra electron in its third shell which it can easily donate to form ionic bond where is fluorine has just one electron requirement to complete its octet of third shell so it easily takes the electron of any other atom to form ionic bonds and become stable .
where is neon which is atomic number equals to 10 has complete octet of its second shell which defines that it is completely stable and does not need any bonding with any other atom so it is very less reactive .
