Valence electron is the no. of electrons present in the last shell of an atom.
1)valence electrons in carbon is 4 since its electronic configuration is 2,4.
The valence electrons in oxygen is 6 since its electronic configuration is 2,6.

+Oxygen lies in GROUP-16 AND PERIOD-2.
+Carbon lies in GROUP-14 AND PERIOD -2
+Nitrogen lies in GROUP-15 AND PERIOD - 2.

Therefore carbon has the largest and oxygen has the smallest atom because atomic size decreases as we go from left to right in a period. This happens due to increase in electrostatic force between nucleus and the valence shell due to increase in the no. of protons as we go from left to right in a period.
