the atoms of copper contain electron and the atom of rubber also contains electron Then why it doesn't contain electricity.........

Well firstly, I want to say that every atom contains electrons which give positive or negative charge to a body. It only helps to move an electric charge easily through an object.

But, in case like Rubber like substances, a insulating layer exist on them which resist the charge flow. But it can not completely resist the charge. If the current passing through it is very strong then, some charge could flow from it.
