The atoms of copper contain electrons and the atoms of rubber also contain electrons.them why does copper conduct electricity but rubber does not conduct electricity

Conduction is not becoz of presence of electrons , it is due to the presence of free electrons .
And Cooper has free electrons so conduct electricity
