The author means that the habit of him to always supervise people in their work is natural.He can't really help it.Whenever he sees anybody working he gets up to boss around with his hands in his pocket not actually doing the manual work!

Jerome K. Jerome meant that he cannot stand watching someone else work and himself relaxing. He would always do the work instead or at least 'show' them how it is done. He says this in a sarcastic manner.
