the availability of mineral oil in major parts of India where sedimentary rocks are present cannot be used due to lack of technology. why??????

we cannot mine areas under mountains which have rich mineral deposits in the north east nd the Himalayas etc. because if we do then we are prone to face natural disasters like landslides earthquake etc so until we don't have proper technology to achieve this we rely on plain or plateau areas as they are easier to access
