Solution:

Mean = 5.31

SD = 0.31

Value = 4.5

Z score = ( Value - Mean ) /SD

=> Z score = ( 4.5 - 5.31) / 0.31  

=> Z score = -0.81/0.31

=> Z score = -2.613

From z score table :  0.00447  = 0.447 %
