Solution:

The average of 19 observation is 54

Sum of 19 observations = 19 * 54 =   1026

the average of first 10 observation is 56

Sum of first 10 observation = 10 * 56 = 560

the average of last 10 observation is 53

Sum of last  10 observation  = 10 * 53 = 530

Sum of all observation + 10th observation = 560 + 530

= 1090

 1026 + 10th observation = 1090

=> 10th observation = 1090 - 1026

=> 10th observation = 64
