b = 35.5 - 0.5 = 35 
c = 35.5 + 0.5 = 36 

So the four numbers are 34, 35, 36 and 37. 

b x c = 35 x 36 = 1260 

1260 is the answer.

Let the a be x

a = x

b =  ( x + 1)

c = ( x + 2)

d =  (x + 3)

Find the sum of the 4 numbers:

Average = 35.5

Sum = 35.5 x 4 = 142

Solve x:

x + (x + 1) + (x + 2) + (x + 3) = 142

x + x + 1 + x + 2 + x + 3 = 142

4x + 6 = 142

4x = 136

x = 34

Find b and c:

b = x + 1 = 34 + 1 = 35

c = x + 2 = 34 + 2 = 36

Find the product of b and c:

b x c = 35 x 36 = 1260

Answer: The product of b and c is 1260
