       Let the total Number of Workers in a Workshop  = X
   Average Salary Of X workers = 8000.
 therefore Sum of Salary of all Workers = Number Of Workers * Average salary
                                                         = X * 8000
                                                         = 8000X
Therefore , According to Question , 7 technicians have 12000 salary while rest of the workers have 6000 salary .
Hence,
         12000 * 7 +  (X - 7 )*6000 =  8000X
       => 84000 + 6000X - 42000 = 8000X
      => 42000 + 6000X = 8000X
     => 42000 = 8000 X - 6000 X
     => 42000 = 2000 X
     => 42000/2000 = X
     => 21 = X
    => X =21

hence Total Number of  Workers =  21
