Let the Non Officers in the office be "x"

Number of officers is  14

The average salary of the entire staff in  a office is Rs 150 per month

$150 = \frac{\text{ sum of salary of entire staff }}{x + 14}\\\\\text{ sum of salary of entire staff } = 150 \times (x + 14)\\\\\text{ sum of salary of entire staff } = 150x + 2100$

The average  salary of officers is Rs 450 and that of non-  officers is Rs 80

Therefore,

$450 = \frac{ \text{ sum of salary of officers }}{14}\\\\\text{ sum of salary of officers } = 6300$

Also,

$80 = \frac{ \text{sum of salary of non officers }}{x}\\\\ \text{sum of salary of non officers } = 80x$

We know that,

sum of salary of entire staff = 150x + 2100

6300 + 80x = 150x + 2100

150x - 80x = 6300 - 2100

70x = 4200

x = 60

Thus number of non-officers in  the office is 60
