no it is not possible average speed depends upon the total distance travelled by total time where as average velocity depends on total displacement by total time.if a particle starts from a point A in a circular path and after a revolution reaches the same point A then average velocity of the particle is zero but its average speed is not zero

Yes it is possible if speed is constant it's velocity changes empl a particle moving in a circular path
