Here,

scooter's velocity,s=2km/min

=(2000/60)m/s

=(100/3)m/s

=33.33m/s(approximately)

car's velocity,c=36km/h

=(36000/3600)m/s

=10m/s

athlete's velocity,a=18m/s

cycle's velocity,c'=60m/min

=(60/60)m/s

=1m/s

so,s>a>c>c'

That means, the scooter's velocity is the greatest.
