In animal cell it is plasma membrane, in plant cell it a a double barrier of plasma membrane and cell wall. Nuclear membrane is the barrier between nuclear material and other cell material. Tonoplast is the boundary/outer wall of a vacuole.

plasma membrane is the barrier which is differentially permeable membrane and allow the movement of substances through it

it provides support to cell structure and also transmit nerve impulses in neuron cells

without it cell structure is distorted and cell will not exist
