Hey mate -5/13 is a fraction or rational number so you can say if you consider -5 then base is -5 and exponent is 1 and if you consider 13 then also Base is 13 and exponent is 1 and if u are considering the whole number the the whole number is base and Exponent is 1.

In general for any number of the form a^x the number which is raised to a power is a Base and the power Is exponent.
