at first here the question is base radii in the place of base ratio...
so let the bases radii of two cylinders are 2x and 3x
again their heights are 5y and 3y
now volume of a cylinder =pi * r^2*h
so first volume = pi*(2x)^2*5y=20*pi*x^2y
second ctlinder volume =pi*(3x)^2*3y=27*pi*x^2y
so the volume ratio is 20pix^2y:27pix^2y
= 20:27
