Conclusion
egging is a complex and multifaceted problem which has assumed stupendous
proportions. Although begging has recently become a hot topic for public
debate and media commentary, yet it has received relatively little attention as a
subject of legal, public or social policy research, analysis or design. This is perhaps
surprising, given that the occurrence, persistence and incidence of begging itself
represents a failure of public and social policy. Beggary is a growing phenomenon in
most of the Countries in the World and the problem has become a colossal one. It is
as old as humankind itself; but its perception as a social problem is a new
phenomenon. Begging misplaces the public sense of decency and demeans the value
of human dignity. In fact, of all social evils today begging is perhaps the most
demoralizing one and it affects every individual in the society; as we found beggars
everywhere, causing nuisance to general public. Even though Beggary has its roots
in religious mendicancy, it has its own socio-economic ramifications too which have
made it a major social problem of the 21st century.
Begging is generally viewed as a request directed to the rest of the society to bring
oneself out of misery and poverty. It is practiced to obtain from others what one is
unable to get by oneself. Therefore, Begging is mostly defined as a method of
earning one’s living from the income obtained from other sectors of society using
age, health and economic conditions as a means of gaining sympathy.
