Water between 0 and 4 Celsius is influenced by two key forces caused due to Thermal kinetic expansion and H-bonding.

Thermal kinetic expansion force is simply the force that causes molecules to move around more when the there is a rise in temperature. Because of this higher thermal forces the molecules moves apart and so become less dense.
