Between 1970 and 1993, they amended their constitution four times and the following changes were made:

1) The number of Dutch and French-speaking ministers was made equal in the central government to ensure equal representation.

2) Many powers of the central government were given to the state governments of both regions to ensure that they are not subordinate to the central government.

3) A separate government was put up in Brussels with both communities having equal representation.

4) Apart from the central and state governments a third form of government called the 'community government' was formed which had the powers regarding cultural, educational and language related issues.
