In most place value system once we use all the digits for counting we put a carry over to the left. The digit at the left is considered to be a higher multiple of the base.
So, in decimal, 1 means a unit, but when written in the second place (10) the value of 1 is multiplied by the base (raised to the place index).
So, in decimal 10, 1 does not stand for one, but for ten times 1.
Similarly, in binary. 1 stands for 1.
But in binary 10, bit 1 does not stand for value 1, but for the value of 1 times the base (which is 2).
