yes it is true because of bad behaviour of the thive was tolerated by him.
and even the thive stole the candle sticks but bishop didn't tell this to police and forgive the thive

Bishop was an epitome of forgiveness. We can say that as in the beginning of the story, he sold his salt cellars so that he can pay the rent of Maid's mother. Then, he even provided dinner to the robber. He even said he gave his candle sticks to the robber when the police found him with them. He sacrificed everything, even his most loved candle sticks. Hence, we can say that he's the epitome of forgiveness.
