A person with total blindness won't be able to see anything. This is because the organ "eyes" is either damaged by an accident or not there at all by birth. A blind person can have eyes but cannot see as, the retina network in the eye is damaged due to some reason. There can be several reasons why he/she can't see. In some cases, even if the eyes and retina are perfectly okay, the person cannot see as there might be some complications in the part of the brain that senses the vision.
So, having eyes doesn't always mean you can see things.
