This statement refers to the fact that manual cotton weaving has become a dying art in our country. In an age where man is being replaced everywhere by machines, cotton weaving or cotton weavers are becoming extinct in our country. This line talks about the cotton weavers losing their job and their misery painting a sad picture in the plains of India.

Answer:

This Statement was made by Sir William Bentick the Governor General of India in 1834-35, to highlight the plights and misery of the traditional cotton weavers in India due to the ruins caused by British commercial policies towards tradtitional urban Indian handicrafts. The commercial policies of the British towards Indian handicrafts led to the ruin of even those town and cities of India where traditional commercial activity was flourshing and these centers survived the ravages of war and plunder earlier, but unfortunately could not resist British conquests for example centres like Dhaka,Surat,Murshidabad and other flourishing centres of economic activity were depopulated by conquests and laid waste. it was in this context that Sir William Bentick made the above statement.
