in my opinion i even think that the leaves submerged in water would still receive sunlight as sun goes through water 
and it seems as if the plant isnt in a deep water body meaning sunlight is easily there

The leaves underwater will also occur photosynthesis, if the leaves were not in very deep as the sunlight can easily reach the leaves.
