since the leaves are floating they are receiving sunlight which is a component of photosynthesis.so yes they would undergo photosynthesis
extra info
in my opinion i even think that the leaves submerged in water would still receive sunlight as sun goes through water
and it seems as if the plant isnt in a deep water body meaning sunlight is easily there

Explanation:
Photosynthesis will definitely take place as the floating leaves in water is receiving sunlight from the sun..thus, photosynthesis takes place.
The leaves underwater will also occur photosynthesis, if the leaves were not in very deep as the sunlight can easily reach the leaves.
Hope it helps you.........
