Here you have to add someone in beginning because someone (I.e, the engineers did rebuild the bridge, isn't it? ).
The bridge is being repaired is not the correct answer. Because this sentence is in passive voice and the answer the other user has given is also in passive voice(it's wrong). In voice change both the sentence active and passive cannot be of the same kind. Moreover the question has "was" which is past and "is being" is a present tense. Tense cannot be different in voice change.
