The answer is Jahangir.
The British received permission to establish their company in India from the Mughal Emperor Jahangir. In 1615, King James I sent Sir Thomas Roe to Emperor Jahangir to organize a treaty for the setting up of the company in India with the right to settle and establish various factories in Surat and many other areas. In exchange, the king agreed to give the Emperor goods from the European market. This strategy appealed to Jahangir who gave his consent to the British to establish their company.

The British received permission to establish their company in India from Jahangir.
In 1612, Sir Thomas Roe was instructed by James I to visit the Mughal Emperor Nuruddin Salim Jahangir. His mission was to arrange for a commercial treaty which would give exclusive rights to the company to reside and establish factories in Surat and other areas. The company offered to provide goods and rarities from the European market to the Emperor in return. The mission was very successful. In 1619 Jahangir granted permission to the British to establish a factory at Surat.
