It’s not a hard-and-fast rule that capillaries have to form venules. It’s also not a hard and fast rule that all veins drain directly into other veins/the heart. It just so happens that this is usually how the circulatory system looks, because that’s the form that best fits its intended function. You’ll find exceptions to these “rules” in several important systems in the body because that’s the setup that best allows them to do their job.
