The carpenter has in stock 26 long wooden panels 33 short wooden panels 200 small clips 20 large clips and 510 screws

Out of 26 long wood panels only = 26 / 4 ≈ 6 sets of bookshelves can be made.

Out of 33 short wood panels only = 33 / 6 ≈ 5 sets of bookshelves can be made.

Out of 200 small clips only = 200 / 12 ≈ 16 sets of bookshelves can be made.

Out of 20 large clips only = 20 / 2 ≈ 5 sets of bookshelves can be made.

Out of 510 screws only = 510 / 14 ≈ 36 sets of bookshelves can qbe made.

There will be 5 complete sets which carpenter can make with his stock.
