Yes you are right.

Centre has its own powers and own laws according to which it is governed. The state too has its own powers and thus the centre cannot delegate it's powers(The legislative ones). Centre has much more powers than the state, and the centre looks after every citizen, no matter which state he belongs to.

State looks after the citizens of the state.
