1. The Speaker of the Lok Sabha administers the proceedings of the Lok Sabha in a systematic manner in which the arrangement of the House is made.

2. The Speaker of the Lok Sabha arranges to maintain discipline in the House to maintain peace in the House. On dissolution of discipline, he can also expel members from the House.

3. The President gives permission to speak to members of the House and decides their order.

4. The President decides which bill is the General Bill and which Finance Bill.

5. The President only decides whether a proposal has been brought according to the rules or not. He only accepts the proposal according to the rules.

6. Ayur sanctioned the bill passed by the House and arranges to send them to the other house.

7. The Lok Sabha Speaker approves the President from all the decisions of the Lok Sabha.

8. The Speaker of the Lok Sabha preserves the members' privilege to maintain the dignity of the House.

9.In case of division of any bill in the House, if the opinion of the party and the opposition is the same, then the decisive vote gets resolved.

It is a matter of great pleasure for me to have the opportunity to be in the midst of the distinguished gathering of Whips of our Parliament and of the State

Legislatures. I am thankful to Shri Priya Ranjan Dasmunsi, for his invitation to address this Valedictory Session of your Conference.

I convey my greetings and good wishes to all of you for the efforts that all of you are making, representing the different parties and groups in Parliament and the State Legislatures, to make our

representative bodies functional, so that they are able to discharge their duties in a manner consistent with the obligations imposed on them by our Constitution and the people.

I am sure the deliberations that have taken place during the Conference on various agenda items would go a long way in reinforcing and enriching the edifice of our parliamentary democracy.

I understand that the Conference deliberated in detail on the recommendations of the Thirteenth All India Whips’ Conference held in Hyderabad in 2005. Some of the recommendations pertaining to subjects like, the duration and sittings of the Parliament and State Legislatures, constituting of Consultative Committees, implementation of assurances, maintenance of Quorum in the House, among others, are of crucial importance for the effective and smooth functioning of our democratic system. I trust that you have had meaningful discussions on all these issues.

Friends, the democratic form of government has been acknowledged to be the most successful scheme of governance throughout the world, primarily because of the representative character of its institutions and of their pre-eminent position in the governance structure. No one in our country has suggested any substitute to Parliamentary democracy, as our Constitution has provided, nor is there any better system for us. Thus, the elected representatives who represent the will and the aspirations of the people in the highest Legislative Bodies, must spare no effort to ensure that the responsibilities entrusted to them are fulfilled in fullest measure.
