The charge on a proton is +1.6*10^-19 C and that on an electron is -1.6*10^-19C does it mean that the electron has a charge 3.2*10^-19 coulomb less than the charge of a Proton

No that does'nt mean that electron has a charge less than a proton. Both the proton and electron has same charge on them. + and - charge indicates that a the on them is either positive or negative respectively.

No, it just indicate the direction of field produced for a test charge (positive and of small magnitude). It is radially outward for a proton and radially inward for an electron.
