The children---have---taken good care of.

have is used because the verb take is in the form of V3 ( taken ) which means the sentence is in the form of Present Perfect .
( Subject + has/have + V3 + Object )

Simplebeing: we can not use this pattern in a passive voice sentence
Simplebeing: Bro...just see...we can't fill or modify Sentences according to our will when a specific amswer is demanded..
Simplebeing: I know it is very easy for anyone to select 'have' after seeing the the third form 'taken'...u also did the same......but forgot to see that the sentence is in Passive voice..
