let the diameter be d
the circumference=d+16.8
22/7×d=d+16. 8
22d=7d+16.8×7
15d=16.8×7
30r=16.8×7
r=3.92

Hi ,
Diameter = d
Circumference = d + 16.8
π d= d + 16.8
πd - d = 16.8
d ( π - 1 ) = 16.8
d ( 22/7 - 1 ) = 16.8
d ( 22 - 7 ) /7 = 16.8
d × 15/7 = 16.8
2r × 15/7 = 16.8 ( since d = 2r )
r = ( 16.8 × 7 )/ ( 15 × 2 )
r =0. 56 × 7
r = 3.92 units
I hope this helps you.
