Let radius of circle be r.

Diameter = 2 * radius = 2r.

Circumference = 2 * π * r

It is said, circumference of circle exceeds the diameter of 60 cm.

Then,

Circumference = Diameter + 60

=> 2 * π * r = 2r + 60

=> 2r(π - 1) = 60

⇒ 2r(22/7 - 1) = 60

⇒ 2r(15/7) = 60

⇒ 30r/7 = 60

⇒ r = 14 cm
