So there is a specific amount of vapour that air can hold. If air holds the maximum amount of vapour that it can hold, then it is said to be saturated. Air will not accept more water vapour if it is saturated.
The air ciculating in the coastal cities due to their proximity to the vast water bodies always contain significant amount of water vapour in them. So they are not ready to accept more water. Normally air should absorb the sweat. But since it itself has such a large quantity of water vapour in it, it does not accept anymore water. Hence, sweating is a lot more in Coastal cities.
