Valency:

Valency is the combining capacity or power of an element. The number of electrons that a element can share (either gain or loss) depends on the valency.

Valency is determined by the number of electrons present in the outermost shell, which is often termed as valence shell. The electrons gain or lose electrons to become stable.

This gaining or losing of electrons gives a charge to the elements. By gaining of electrons, it forms a negative charge known as anion. By losing of electrons, it forms a positive charge known as cation.
