Strontium chloride will neither contribute to combustion, nor delay it by much, unless it is strongly hygroscopic when it will sputter and repress the flame. You need to check this property. To use strontium as an oxidant, you would choose the nitrate, chlorate or perchlorate. Check whether these absorb moisture from the atmosphere. You should then calculate the amount of strontium salt to fully oxidise your fuel. I assume you are familiar with making these mixtures? It is a very dangerous procedure; do not attempt to grind ingredients together because they will probably ignite. You have to use the same procedure used for making gunpowder, of which I know nothing.
