The Community Development  Programme was introduced during the​ year 1952.

• The central ideology of the program was the general growth of rural areas and the involvement of people.
• It was designed to provide an administrative structure by which the government could reach the district, tehsil and village level.
• It also provided for a significant increase in the country's agricultural programme and for improvements in communications networks, rural health and hygiene and rural education.
• It also focussed on initiating and directing an integrated process of cultural change aimed at transforming villagers' social and economic lives.
