The compound which is non-electrolyte is CCl₄.

Electrolyte are the substances which dissociate into ions  in solution and  due to presence ions conducts electricity.

KCl can dissociate into K⁺ AND Cl⁻

H₂SO₄  can dissociate into H⁺ AND SO₄²⁻

CH₃COOH can dissociate into CH₃COO⁻ AND H⁺

But CCl4 does not dissociate into ions .
