CCl3 group is electron deficient, so it acts as an electron withdrawing group.

Also, electron withdrawing groups are meta-directors in nature.
So, chlorine is substituted at the meta position.

As for the chlorines present in CCl3 group, they get substituted by OH ions of aqueous KOH, thus forming a COOH group.
