The concept of wages like minimum wages, fair wages and living wages were given by Fair Wages Committee 1949.

The Central Advisory Council appointed the Fair Wages Committee for the minimum wages for workers and employes. Its report was published by the Goverment of India on the approval of Supreme Court. It reported that minimum wages which must provide not merely for subsistence of life but for preservation of efficiency of worker. In this report the concept of minimum wages were simplified under three heads-- fair wages, living wages and minimum wages.
