All reflective surfaces have three components, a specular component that acts like a normal mirror, a diffuse component that scatters light in a Lambertian Cosx type pattern, and an absorptive component. No matter how perfect you think a mirror is there are still these three components. As a mirror would rust the specular component would go down while the the other two would go up.
